EU Energy Markets for Ukraine's Policy Makers
The training program will help to understand the principles and logic of EU legislative framework for the functioning of energy markets: fundamental principles of gas markets integration, goals and current results of electricity market liberalization (Clean Energy Package), fundamental concepts and objectives of energy markets monitoring.
The training EU Energy Markets for Ukraine's Policy Makers" was developed and implemented by the DiXi Group think tank and Berlin Economics, and financed by the Federal Ministry for Economic Affairs and Energy.
The team of the Kyiv School of Energy Policy (KSEP), German Economic Team and Berlin Economics experts is organizing the training "EU Energy Markets for Ukraine's Policy Makers" for the third time.
The target audience of the program is mid-level public sector officials, i.e., directors, deputy heads of directorates, expert groups, departments, offices and units (as well as employees in equal positions) who serve or work in institutions and organizations directly or indirectly responsible for designing and implementation of public policy in the energy sector.
Upon successful completion of the program, participants will receive a certificate confirming the completion of the training (the most active participants will receive a certificate with honors).
What do we propose?
Participants of the training will receive:
- a unique for Ukraine curriculum on the basics of energy legislation, policy and regulation in the EU;
- professional lecturers from universities and regulation schools of EU;
- interactive and exciting training process with facilitation support and practical exercises;
- about 30 people in a balanced group of people with diverse professional experience, which can provide professional networking and a high-quality training process;
- taking into account the current needs of the group and feedback regarding training materials.
What exactly will participants learn?
The program consists of 3 topics:
Topic 1: Wholesale Market Manipulations: Guidlines, Related Legal Cases;Topic 2: Deep Dive into Clean Energy Package: Purpose, Instruments, Implementation Strategies, Case Studies;
Topic 3: Gas Market Coupling and Evolution of International Gas Markets.
Furthermore, a week before the start of the training, we invite participants of the program to meet in small groups and work on practical tasks from lecturers - on training days, groups will have the opportunity to present their ideas, receive feedback and be involved in an exciting discussion.
How long does the training last?
The training lasts 3 days. At the same time, practical work begins a week before the start of the training.
Who are the lecturers?
Lucila De Almeida
Florence School of Regulation, Tel Aviv University
Lucila de Almeida has earned her PhD in Law from the European University Institute in Florence. She also is co-Director of the online course Regulatory Delivery at the Florence School of Regulation, research fellow at Edmond J. Safra Center for Ethics at the Tel Aviv University, and licensed attorney in Portugal and Brazil.
Sergio Ascari
Florence School of Regulation
Sergio Ascari is the Part-time Professor with the Florence School of Regulation. His extensive experience includes working at the Italian Regulatory Authority for Electricity where he was in charge of Gas Tariffs, Environmental Affairs and later of International Co-operation. He is also a Senior Consultant with REF (Ricerche per l’Economia e la Finanza), Milan, Italy and collaborates on several national and international research projects, mainly in the gas sector.
Andrius Šimkus
Litgrid AB, Nord Pool AS
Andrius Šimkus is a highly professional energy lawyer with 13 years of PQE. Currently, he holds the position of Board Member at Nord Pool AS, in addition to working as the General Counsel at Litgrid AB. Before that he used to be a Gas Expert and Energy Lawyer with the Energy Community Secretariat for more than 5 years.
How much does it cost to participate?
The selection of program participants was done on a competitive basis. The program is made possible thanks to the support from the German Federal Ministry for Economic Affairs and Energy.
